Impossible to sign amateur international free agent even if I hit "meet demand" button

I've run into a bug where the amateur international free agent I am trying to sign won't let me submit the requested funds amount even after I hit "meet demand" button. Instead, I always get a counteroffer for the same amount of money as his previous request when I hit the "meet demand" button. This amount of money is the same as the maximum amount any team can offer international free agents. This shows up as follows:

If the player has an offer for the maximum value from a team they have a better relationship with then it may seem like the offer doesn't go through. There should be a separate note for that, we will investigate why that might not be showing up.
