My guess is that these guys will be in the next patch. Usually they do a draft pool update in a patch closer to the draft.

All the above guys and a lot more are included in the latest public beta patch (along with a bunch of ratings adjustments.

We'll continue adding missing guys and adjusting ratings in each patch until the draft and then add in anyone still missing and make more tweaks after the draft as well.
