Preston Tucker (tuckepr01 / tucker002pre)'s facegen file in the pack needs to be renamed. It's currently named just Preston_Tucker.fg.

Looks like the only facegen for Rob Butler (butlero01 / butler002rob) is an old Rob_Butler.fg, so it doesn't show up in game.
