Contracts when FA is disabled

I can negotiate multi year deals, but the contracts never seem to roll on to the next year. This just doesn't seem right to me because in order to sign players who have no teams I have to offer multi-year deals, only the first year counts since the contract never rolls on as time goes.

goes for extensions as well. I signed a guy with a one year deal to an extension and the extension never kicks in.
