No stars under player rating

I started a fictional league - 36 teams/2 Leagues/3 divisions - and noticed that it didn't show the 'stars' under Overall and Potential ratings with every player. I thought I'd have to scout - so I did - I went through the entire set-up - and noticed that under "Game Set-up" it asked if I wanted to use Stars or number ratings. I choose stars ratings - still nothing appears.

I downloaded a mod-roster/template and it worked with stars rating each player. So I know it works, so why or how do I get the Star rating for my league?

If you have scouts on and you want to see stars you need to change the scout view drop down to one of your scouts. If it is on SISA then you won't see stars.
