Pitching potential ratings problem

I'm 2 years into an imported league (Lehman -- 2006) and I'm seeing a lot of weird pitcher ratings. I have scouts and coaches disabled (so I should see actual ratings, correct?).

Basically a number of pitchers changed to 1 stuff, 10 movement, 10 control (potential ratings)

I'm also seeing a bunch of pitchers who changed to 10s, 10m, 10c.

I was using 1-10 ratings with "show max" off.

It looks to be around 200 players that are like this. Again, these are the potential ratings that changed, not the actual rating, from what I can tell.

here are their reports. For reference, I changed ratings from 1-10 to 1-100 and turned on 'show max'
