Average Attendances not recalculating

In a standard setup with a ML attendance of 30000, AAA is set at 12000, AA at 10500, A at 9000, S-A at 7500, R at 6000, COL at 1500, HS at 400.

If you change the average ML attendance, the lower levels do not seem to automatically adjust.

Is it designed this way?

Is there any way toadjust the minor league attendances at all? Where did you get those numbres? They don't particularly matter, in that you don't get any revenue from them, but it would be nice aesthetically.
