How long do you give a missing owner?
How long do you give an owner who hasn't been around, or communicated with you, before you let another owner take over his team?
Here are some details for the hypothetical scenario: this owner has shown an average amount of activity. Maybe one or two forum posts a week; exports about half the time; same thing across all his leagues.he's in three online leagues and is a member of the OOTP forum; according to data at all these locations, his last forum login and last export, in every league and forum, was on January 1st. After waiting one month, you email him on February 1st, asking what's up (he has been included in league emails this whole time). He has not shown up anywhere or said anything to you, this whole time, and you've looked for him as thoroughly as you could. Let's say that your league has no strict codified rules on participation, other than that it's required; there are no set time deadlines. How long do you wait for a response? How many times do you try to directly contact him? At what point do you start advertising for a new owner? |

1 month is too long.
Though, the GUBA is a heavily writing based league, with a participation minimum, and penalties for missed exports. 3 missed exports without notification durinig the seasion (sims are Tue, Thu, and Sun) results in immediate removal. Frankly, if you can't make it a week without exporting or posting that you're not available, you aren't into the league enough anyway.

Different leagues have different atmospheres, different personalities. I have seen leagues where many owners post regularly on the boards, and that seems very good to me. As a Commissioner, I try to look at things from an owner's perspective. I could see a busy week keeping someone away from a league. An owner can still be active, even without exporting; some owners only make changes to their teams when they're playing poorly. I never want an owner to feel pressure or have any sort of negative feeling because of the league, yet I do expect owners to give of themselves to the league, as well as take. A little communication does go a long way. As long as an owner checks in, and says that they're going to be away, that buys a lot of time, with me. |

I would agree that a one month absence without communication is too long, and I'd move to replace that owner. It's another situation if a reason for the absence is given ahead of time. If the owner does you the courtesy of giving you time to prepare, I'd reciprocate and let the long absence slide. But to just disappear for a month is not acceptable, at least not to me. If it were my owner, he would be replaced.

It would depend somewhat on his reputation. In this case, it's looks to be a little sketchy. Were it an owner with a good rep who's usually active, I'd be a bit more concerned that something out of the ordinary happened and give him the benefit of the doubt, maybe hold out a little longer.
It's something that should be judged on a case by case basis. |

Thanks for the responses, guys. You helped me see things more clearly. Just hate to pull the trigger on a guy who was once a good owner. But sometimes you've got to move on.

The owner in this case had done a couple of good things for the league, such as endorsing it on these forums, but, besides that, hadn't been much of a presence.

There should be something in the league rules about it that spells it out so there's no confusion or argument. In the league I run, if you miss 3 exports in a row, your team is fined. If you miss 5 straight, you're replaced.
These penalties can be easily avoided if they contact me and let me know what's up. But even then it can get sticky. I currently have a GM who told me 2 weeks ago that he had lost his internet connection on the computer he used OOTP on, and didn't know how long he'd be without it. I set him to "vacation" so I'm not penalizing his team for the non- activity. But yesterday, when I hadn't heard from him in over a week, I sent him an email advising him he had 1 week to let me know what's up or I'd replace him. So it's certainly helpful to have rules, and I've replaced quite a few GMs using the rule I posted at the beginning of this post. But as you can see, it's not always cut and dried. |

Our league Rules are clear on what's required:
Rule III.A Owners must be active, by: 1. Submitting team exports; 2. Communicating with the Commissioner; 3. Posting in the league forum; It's just that the judgment and consequences are left up to my discretion, as Commissioner. |

also as a safety valve of sorts, you may want to take a new owner on as a "interim" GM, in case the owner returns to say something in RL came up and caused the absence.
I am not sure if a new owner would want to come in that way or not, but if they would, with promise of being first on the waiting list if they were replaced by the original owner, than that might be a workable solution. |
