OOTP: Team Nationality Problem
Okay, I'm attempting to start a 24 team league with 24 different countries in World Baseball Classic format-ish, each team filled with their own respective nationalities. When I select "No foreign players" or even "1 foreign player" for the teams and I go to play, there's never enough players to fill out certain countries rosters (India, South Africa, Germany). Is there a way to resolve this? This is like an idea that I'm adamant about doing and it sucks that I can't utilize it. =/

If you start a new league like that the game should generate enough players from each country to allow rosters to be filled.
Are you starting your game from scratch? Can you try 'fill all teams with fictional players' and see if that cures the problem?

Have you set foreign player percentage to 0%?

You set the foreigner rule to by Team Nationality, not League Nationality?
