Salary Cap Issue

Hello everyone. I use a 70 million dolar salary cap in my league. But I have noticed that I can sign free agents or give contract extensions even if it puts me over the cap. Additionally, I can sign players/give extensions even if I am way over the cap. I have had a team with 110 million dolar payroll. I have noticed that teams usually have a budget greater than the cap, so I don't know if this is affecting my finances. I am wondering if I am missing something in the financial rules setup and if someone knows how I can implement strict cap. Hopefully its not a bug.

I have a salary cap set on some of the independent minor leagues I am creating, and the AI seems to be staying under it. Sometimes it is over it before the season starts, but once the first game is played, it seems to get under it. Haven't tried it as a GM of one of the teams though.
