1,400 Free Agents in August?

This seems like way too much, and end-of-year scouting is taking forever. I have a fairly small universe in it's 8th season- 1 Major league of 32 teams and 4 levels of minors. I've got one HS and one COL feeder totaling 82 teams. My draft is 20 rounds and I create players for 21. The draft pool is populated by feeder graduates and created players.

The 1,400 free agents are mostly 0* and .5*, along with washouts and the long-term injured.

I can go in and delete these guys without causing too much harm, but I'd like to figure out how to naturally keep the number at a more reasonable level. Any ideas?
