Running a league starting in 1998 and i have a question

1. If I use automatically import adjusted financial settings I understand it will account for the financial growth of baseball each season but will it also mirror each teams budget to that season? I'd prefer that each team be in control of budget based on winning, losing, market size etc vs having to win within the constraints of what was done in real life.

No real life budgets are included in OOTP.

Financials are fairly fictional in the fictional sense of the word "fictional".
