Ideas for my Fictional League?

I'm making a 16 team, 2 sub league, with 2 divisions each, fictional league based in the DMV (District of Columbia, Maryland, Virginia) area. My initial idea was to have the sub leagues called the District League and the State League, with teams from DC in the District League and teams from MD and VA in the State League. Then I remembered that the only cities in DC are Washington and Georgetown. I need 8. Any ideas of other ways to split this up? I want to have 2 sub leagues, if possible. Thanks!

You could include six cities from Maryland and/or Virginia that are close to DC/closely associated with DC in the District League and make the State league cities in those two states that are a little further from DC? (For instance, Arlington in the District league but Wilmington in the State league or whatever.)

As I'm here in the area...the cities and towns that are bordering the District are Bethesda, Silver Spring, Lanham, Hyattsville, and District Heights/Seat Pleasant/New Carrollton on the Maryland side. On the Virginia side, it's Arlington and Alexandria, and I suppose you could count Falls Church and McLean as well.
