What's the difference between

What's the difference in the Excellent rating in the scout majors column for the top three personnel and Randy Smith.

Top three are coloured green, the fourth a gold(ish) colour?

"Excellent"/"Good"/etc. are text representations of numbered ratings. On a 20-80 scale, the first three are 61 or greater and the fourth is exactly 60.
