You could hand create your draft pool. That is, after the game creates your draft pool, delete it, then use the "create fictional player" option on the FA page. (See attached image).

Create enough players to replace the deleted ones. Use the options for age, development, etc. You could create them in blocks of 25, 50, 100, whatever you like. Make your studs, your good players, avg, etc etc in the amounts you want.

Make sure to select "draft eligibility" to "eligible for next draft" (3rd last option).

that would work, but it's not necessarily what i'm looking for. Is there a setting or setup that would get my desired results more automated?

There is no automated way to do this that I'm aware of.

Not necessarily what you're looking for? Sorry, don't understand. The method I described allows you to do exactly what you asked for in the initial post.

True your method would have the desired result, but it's not something I want to stop every sim for. I tend to sim several years at a time sometimes.

There is another way if you use feeders. You can set up a college feeder and set the pcms at whatever level you want the players, like AAA for example. But feeders is also something I don't want. I wish that there was an easier way to control the auto created draft classes

You can set the PCM's but that won't make them 75-100% developed.

for college feeders or minors? The college feeder players will be very developed if you set their pcms to a AAA level

How to make draft eligible players fully developed

Have you tried raising the development settings to something extreme maybe 2.000?

If you're using feeders then setting the saber pcm's should get you there.

Sir michael has the right idea.

Make your players come in on the player age page at 20 or older. Under 20 they have less than 200 position ratings and they won't dev elop position ratings in the reserve roster (though they will increase actual fielding ratings)

So make your players. Set the draft a bit early like a month before the start of the year.
Set the developøment modifiers to 4.000 for batting and pitching.
It will take them to around may- june but by half way through the year most of the draft picks will be ready
