Possible dumb question...2-8 vs 20-80 Ratings?

When I first started playing OOTP 16, I think I used another guide and chose 2-8 as my ratings scale. I notice some people use the 100 scale, but a lot use the 20-80.

Is the idea of the 2-8 scale to have something similar to the 20-80 but with more "fog of war" and less accuracy?

Less granularity, yes. 2-8 scales in increments of 1, for a total of 7 possible values. 20-80 scales in increments of 5, for a total of 13 possible values.
