Can someone tell me know to set this up for OOTP 16.
I'm running Win 7 Pro.

On the main screen, click Settings and choose the Misc tab. On the pre-game screen, you'll see the sound options under the Play by Play Options.

Are there TTS settings? like voice, speed ect.
Would it be a game setting or a windows setting?

On the main screen, click Settings and choose the Troubleshooting tab. Open the app.cfg file with Notepad. You'll find settings for voice rate and volume. I think you can also modify these settings in Windows.
