Draft parameters Customisation

I would like to be able to cusomizing the amateur drafts in historical mode like in FHM 14. The 1973 WHA draft is 18 rounds and alows 18yrs to be drafted. It's too much in regards to the players pool.

There are some changes to the 73 WHA draft in the new update that'll keep it from draining the 74 draft. I was late changing the number of rounds, though, so that won't go in until the next update after that.

Customizing drafts is something we'll have to approach very carefully, as there's the potential for a lot of unintended effects (like accidentally draining the 74 draft because the 73 one has one selection misconfigured.)

Thank you Jeff. At least now, the 1973 WHA draft will not drain the 1974 draft.
