Team scout vs. OSA scouting

How good does a team scout have to be, to be better than OSA scouting?

I started a second league, selected the second highest OSA option (less than perfect scouting), discovered that I already had a team scout employed -- one who doesn't seem to be very good.

Basically if I were you fire the head scout, then hire the best one left, if you prefer tools go with one like that and vice versa for ability, and if you get a good one trust him over osa

OSA is not very accurate nor consistent. It's a good sounding board to what your scout believes. In my experience OSA is pretty reactive with their ratings. They also do not swing projections quite as quickly or dramatically as your scour may do
