Missing FaceGen?

In my game I continue to have issues with FaceGens not showing up, or not updating. If I go into the player editor, and do Auto-Reload it will update, but it isn't loading when the game loads and isn't updating for trades.

Is anyone else having this issue?

I'm also noticing a large number of FaceGens that were in OOTP16 that are not in OOTP17.... is that by design or a bug?
