Free agent $

I am in my 5th season of my own world.

I am in September of year 5. it says I have $4000000 to spend on Free Agency.
1- If I sign a player is the money go for this year. So way over spending for a player?
2- if I do not sign free agent will the money roll into next year or do I lose it.

Also, I am going to expand league by 4 teams in off season. Anything I should make sure I do to avoid messing up league

The way I understand it the number is the difference between the budget and the actual payroll. So if you sign a player, the actual payroll goes up, and the remaining amount goes down. This is a rolling real time figure and not year by year.
