If the ranges are 1 -250, then isn't 125 the average?
I just see weird settings like George Scott, a power hitter with 90 power.

Values over 200 are for historically unique performers, so it's better to think of the scale as a 1-200 scale. Things are relative, so a 90/200 Power guy might be a slugger in one league and a 10 HR guy in another (depending on things like the quality of pitching in the league, and the power ratings of other batters). In most fictional leagues, for the standard batting ratings, it's usually true that ratings around 110/200 are MLB-average. If you're talking about a historical league, I'm not familiar with how those ratings are generated.
