Expansion teams not hiring staff.

So i added two expansion team in NHL the season 2017 and been simulating to 2027 to see how they are managing. Pretty good and totally normal. But they are not hiring the same amount of staff as original teams. The expansion teams just have HC, 1 AC and 5 scouts. I don't know how this affects the game but I don't think this should happen.

Yeah, that's a little odd. Can you check their finances screen and see if the staff budget (middle column at the bottom) is comparable to other teams? I'm wondering if that's getting set too low.

The staff budget looks normal it's the same as all the original teams. I am currently at 2030 and there is no change in their personnel amount.

OK, at least it's not a financial bug. I remember something similar happening in custom leagues during beta, might be the same issue here.
