Restrict AI GM Moves

I'd like to create a league where:

1. No trading is allowed
2. No free agent pickups are allowed
3. Teams are allowed to cut players and move players between leagues within their system.

I've got the no trading option figured out, but how do I set up the league rules for items 2 & 3?

Any advise on this? The only option I can come up with is to delete all free agents so there's nobody to pick up.

In financials, set the Reserve Clause. Tgat means no free agents .

For the thirdi part create minor leagues and put in roster size limits and age maximums.

You do that under league settings and the drop down arrow for which league. Go to the minor leagues' global settingss.
