Impact of changing a pitchers role

If I have a SP and simply change his role to RP to put him in the bullpen, does that impact his ratings and/or performance. I know there is an option to "allows SP in bullpen". But I prefer being able to change the role

Yes, it changes their ratings much more drastically than you would think. I don't understand it myself, but the ratings seem to do much worse if the player is really not happy in their new role. Not just the ratings, but also their velocity, control, Etc.

A pitcher's usage is determined by the stuff in the bottom half of the Pitching tab - you see the starting rotation to the left and the bullpen to the right. Which position you've set for a player via right-clicking or whatever is generally irrelevant; if you want a starting pitcher to be in the bullpen, you remove him from the starting rotation, then assign him a role in the bullpen. Even if he is still an "SP", he's being used as a reliever now. The only reason to assign him a different position is for your own convenience.

The checkbox "allows SP in bullpen" doesn't refer to the position "SP", but to your actual starting pitchers, i.e. the guys in your rotation. If the box is checked, your manager can use a pitcher who's in the rotation as a relief pitcher.

At least I think that's what the box does. Not to put too fine a point on it, but I checked the OOTP 19 manual to confirm just now, and that particular section clearly hasn't been updated in years; it still references "mop-up relievers".

I always thought this just impacted their recovery time; quicker recovery if a reliever but less stamina and vice-versa if they are a starter.

Even that's not impacted - all pitchers have both a SP fatigue and RP fatigue that are used depending on how that are used in-game, and their in-game ratings will reflect the role they're brought in under (relievers will generally throw 1-2mph faster than starters as they don't have to "save" themselves).

As mentioned above, the "allow SP in bullpen" checkbox is whether you let the AI use the guys in your rotation as a reliever. Generally speaking, it's not recommended to use that, as you might see a guy used in the pen, which can affect his fatigue for his next start.
