Restructure League Type Question

Off to a grandson’s baseball game, but wanted to throw a quick question out for input, as I’m not as familiar with this area as others.

Cut my 48 team league in half, moving 24 low performers to a new league (but if a AAAA) and reaffiliated all of their minors to the deserving 24 ML that remain. I’d like these new upper tier minor leaguers to have some kind of future, but my guess is there’ll be more good players than slots open as time ensues. So, the question.

What consequences and procedural factors would happen if I changed that league to an independent league or an international league? How do both actually work in a structure like mine? Would they have drafts? Where would their acquisitions originate? Do they need affiliates? And so on.. and I’m referring to the new AAAA league, not the ML. FWIW
