No trades allowed - online league

Does 19 have the same thing as 18 where owners cannot initiate trades in online leagues? When not all teams are owned, maybe just 2-3 with a small group of friends.

I asked a question on the 18 forums about a work around, but curious if 19 has the same thing and what people think about it.

Owners cannot initiate trades online. That's the commissioner's job.

In a small online league, it's better for the commissioner to have two manager profiles in-game: one as a manager, and one as a commissioner.
