I've seen this, and whenever it happens, the player in question ends up signing a minor league deal with another team. So, I've taken this to mean, "I am interested in a minor league contract...but not with your team." In other words, the player is basically telling you, "Yeah, not gonna happen."

As someone already mentioned, I take it more as, "Yeah I'll take a minor league deal, but not from you." It's happened to me a few times.
