Automatic creation of free agents?

If I tick that box, then the game shouldn't create free agents, correct? Which is correct, the game or the manual?

If its checked no random generated free agents will be created. Its like how the Indy leagues are setup. No draft and no creation of free agents. They have to sign players that exist

It looks like the screenshot of the manual is incorrect.

Heck, if anything, there are too many FAs in my game. Maybe I need to check that setting.

Do you have other leagues like independents turned on? Gives a place for those free agents to play
