PECOTA Minor League Ratings

I'm continuing to play in sync with the real season and enjoying OOTP19 more than I have any previous release. My SF Giants are sitting roughly where the real Giants are in terms of playoff chances - slim but still in with a shout. W/L record slightly better for my Giants but barely above .500. I started the season with an updated roster to take into account the miserable injury situation with the RL Giants' starting rotation. Unlike the real Giants, who have benefited enormously from the surprise emergence of Dereck Rodriguez, my Giants' minor leagues have produced no such valuable pitcher finds (but at least Cueto has stayed healthy for me and Bumgarner came back at little earlier than in RL, so we're just about hanging in there)....

... but all this got me thinking. If the OOTP MLB season quick start is built with the PECOTA ratings (which I believe it is), then does OOTP have the potential to develop a few minor league surprises in terms of rapid player development? Has anyone noticed any MiL players in their saves that have developed more quickly than usual?

I realize that PECOTA as a system for predicting player potential is not going to be right every time, and I also realize that what the real Dereck Rodriguez is doing this year is quite rare! My Dereck Rodriguez is still a lowly single A ball pitcher, but I'd like to think that there is at least a possibility of something happening more generally in OOTP, where perhaps a very few of its MiL players each year benefit from rapid / above average player development.

The players start with certain ratings, but the development engine takes over from there. There is always the possibility that a player will get a bump in either current or potential ratings. You can make these happen more or less often by adjusting the rating for Talent Change Randomness.
