Fictional League with Promotion/Relegation

Since I am from Germany I was trying to create a fictional league where tems will get promoted and relegated.
Germany City Names of course.

It should be sth like this:
"Highest League": 2 sub-leagues, 12 teams each.
Last 2 teams will be relegated, they go down.

I would like to have 2 more leagues "below" that mentioned league (same structure as above), where 2 teams each will be promoted and 2 relegated.

Down in the lowest league of course, only promotion, no relegation.

Unfortunately I can't set-up this type of game.
Is it bc I always use challenge-mode?

If sb has experience in creating such a "world", pls post any help.

I have never used Challenge Mode, so I can't speak to that.

You say that you have been unable to set this up-- what happens when you try?

In the create game, advanced mode, section of setting up a new game, create all of your leagues. I believe that they all must be major league level. Then, under the Options tab, there is a section for Pro/Rel settings.

Challenge mode removes the ability to edit some settings, that is likely the issue.
