In-Game PBP Issue

I've been told by other users that the play-by-play is supposed to narrate aloud. I've tried every setting and there's no verbal play-calling happening. Was I misled, or is it supposed to in fact be reciting the game out loud?

Windows-only feature.

Enable “game sound+experimental TTS” option.
