Cant add manager?

Am I missing something? I'm trying to create an online league, but the add/edit manager tab will only let me edit my current manager and not add a new one... Therefore not allowing me to start and online league, or make myself commissioner.

Can you walk me through exactly the steps you take when trying to add a new manager, and what you see on the screen where you should be adding a new manager? Thanks!
