Can't sign QMJHL or WHL draftees

I started a new custom league with 10 pro and 10 minor league teams. I chose the 2019 CHL as my junior structure. I just finished my first draft and was unable to sign my QMJHL and WHL picks with the popup about NHL honoring their contracts with the league. I had no problem signing my two OHL picks.

I'm assuming this is a bug as I don't remember this happening in my 2019 NHL game. I have only ever had that popup with players in the KHL.

Yeah, seems to be a problem with mixing the real junior structure with something other than the other league formats - it's not giving the other two leagues the same transfer relationship with the top-level one that the OHL gets. The WHL/QMJHL players will eventually be signable once they get too old for junior, but we'll have to fix whatever's going wrong in the league setup.
