Tournament games always in same ballpark

I have two fictional tournaments in my setup, one European Baseball Cup, and one World Cup, I notice that, when I look at the box scores, the games are always played in the same ballpark.

I have set the host cities in Tournament Options, and have Rotate Host Cities on...

This a bug perhaps?

Maybe this has got something to do with setting a host city in my template, before starting a game.

When I cleared the host cities, and started a game from this template, a different host city is used for the European Cup and the World Cup, so no problem for me now
