Can you for example pick a season say 2019 release all players in league and hold a draft?...Thanks

Yes. In league settings, go to the function tab, and hit schedule fantasy draft. This is only available during the pre-season.

I might add re: preseason that it starts sometime in February, and ends the day before Opening Day stan-theman just in case you weren't aware. That's the only time you can change several different things that relate to how your league is governed.

I would like to add to his original question, how could you take all the 2018 players and then hold a draft with less teams? Through a fictional set up? My hope was to set up a league with 24 major league teams and then AAA that would have a lot of players currently in the majors.

Go to Edit League Structure and remove the teams you don't want. Those players will get dumped into the Free Agent pool. Once you schedule a Fantasy Draft those free agents will be in the draft pool.
