I need help with a Fictional Historical league setup

Hi, I'm a relative newbie to the game. Have played some a few editions ago, but not very confident with setting things up.
I posted this in the historical simulations, but received no response. Perhaps this may be the more appropriate place.

I'd like to set up a fictional historical league.
I followed one of the threads here which said to:
*Start a historical league
*release all players from roster
*delete all FA's
*fill rosters with fictional
* adjust historical settings to not import real players for subsequent seasons.

My questions
*Do I also need to do same for each of the Minor leagues. ie release, delete, fill rosters with fictional?
* How do I enable team scout role? Will this automatically occur the next season with the influx of fictional players?

The main thing I'm trying to achieve is a league which follows the historical evolution of the game, ie different eras, expansion, but without the real players, and with scouting role enabled.

Appreciate any help.

If I am reading this correctly, you want to have a historical MLB, but with fictional players?

That's it.
I want the same historical eco-system as real MLB: expansion, changing era's etc, but with completely fictional talent.
