AI GMs not pursuing free agents or making trades in offseason

I went through the Winter Meetings -- about a month after free agents were announced -- in my league, and other GMs did absolutely nothing after Free Agency Filings. Nobody offered free agents deals ("Interested") and there were no trades, or even trade offers to me.

I restarted the game from a backup I'd made at the start of the offseason, and it's the same. It looks like other GMs were somewhat active before Arbitration/Free Agency, signing extensions and so forth, and I got a couple of trade offers. There was even one trade between AI GMs that executed the day after Free Agency began -- probably proposed before that date.

Since then, however, the only transactions they've made have been for personnel. Nobody is "Interested" in any free agent players and I don't receive trade offers, despite having two Needs listed. All teams have plenty of financial room to make deals, so if there's some massive collusion effort going on, nobody's informed me.

Also, this is my first attempted offseason with this game on OOTP XX, having just converted it from OOTP 19. I ran another game that I brought over from 19, and it seemed to run fine.

(FWIW, this is not the same as what https://forums.ootpdevelopments.com/...=free%2Aagents is describing. He says guys do sign, albeit strangely. I'm getting zero signings whatsoever.)

Now that the instructions have been fixed

I've uploaded "San Diego Dreaming" to the FTP site.

The instructions also say to submit a support ticket, but the link on that page isn't working. Luckily, I was able to find the real location, so I'll be getting on that after I finish posting this.

I'm by no means an OOTP guru, but I was curious so I downloaded your league. It looks like the league expanded by two teams. Arizona and Tampa Bay added. There was a team protection list, followed by an expansion draft. After that and the rule 5 draft completing, the free agent signings started up like normal.

Thanks, I tried to attempt that. Only I found that, while the expansion draft was still scheduled, the red menu option for Expansion Draft and Protected List were completely gone from the MLB menu, and the link in my tasks list also just went to the regular Draft screen. So I suppose I could continue that way, but without anyone on my team protected.

At this point, I'm pretty much just ready to write off the whole game unless some kind of miracle comes from the OOTP gods.
