Why 20 - 80 rating scale?

Why is the default 20 - 80 rating scale.

I would think 1 to 100 gives the best accurate range between players?

20-80 is the commonly used scale in scouting in real life baseball where 50 is an average player and 60, 70, 80 are standard deviations from that mean.

I'm guessing you're European? I'm from UK and when I asked about this I learned that the figure was a percentile. It's a weird way to rate players but I think the way to look at is 80, for example, would be he's better than 80 of players at that level.
