Player Development for Draft-Eligible Players in OOTP21

I'm starting in a new online league, and with the changes to the scouting system and the draft, I wanted to consider options for handling the draft in online leagues. Previously, I've used the "disable player development for draft-eligible players" option. This makes it so we can hold the draft over a week or two IRL while we keep simming in-game, without having our first rounders decay into busts before the in-game draft day arrives.

I don't know how this option works in the new version: Does it disable player development year-round for draft eligibles, or only in the period between the draft pool announcement and the draft itself? Will players who are drafted multiple times develop in between?

My league is seeing 22 year old prospects with terrible current ratings. I assume this is because I didn't uncheck that box? Is that correct?
