KBO Draft

Playing the KBO solo I noticed when the amateur draft was announced there were only ten teams drafting while it's a twelve team league. Is this how the KBO really is or is this just some quirk of OOTP? I can't seem to figure out how to get the other two teams added.

There are only 10 teams in the KBO.

Doh? I was setting the draft order based on a screenshot and added one team twice, hence it seemed like I was short teams.
