Amateur Draft Keeps Resetting to 1 Round, Not all players getting drafted

I know a version of this bug has been around for ages, but now its killing my Historical League in Ootp21. Every year I set the amateur draft of historical rookies to 10 rounds, and every year the game resets it to 1 round.

I suspect it is because I don't have 10 rounds of draftable players imported from the historical db. The game freaks out and just resets it to 1 round.

This seems like an incredibly easy fix to make: never check to see if there are enough players to fill the draft rounds. Start a 32-team, 10 round draft of 100 players and just run it until you run out of players. At worst, there could be a setting added where manual-added-draft-rounds value overrides any value the game tries to make it.I just want if to NEVER change my draft rounds value.
