Live Start Ratings

I know that the issues with the Live Start transactions are being addressed in an upcoming patch, but I was wondering if the current season stats are being over-weighted in determining current ratings for Live Start seasons. It seems that the very small sample sizes from 2020 statistics are driving the ratings disproportionately, at least in my perception.
On a related note- given the role that ZIPS play in initial ratings, does OOTP use RoS ZIPS (rest-of-season ZIPS- as seen on, for example, FanGraphs) as the basis for Live Start ratings.
