Multi Team League not letting me trade

So I am running a Simulation League, and the Commissioner team can make trades, but every other team can't. I'm not sure how this needs to be fixed, but please need help with fixing this if it's a setting or something.

You'll need to be on the commissioner account to make trades in multiplayer - you'll have a "force trade" option on the dropdown menu on the trade screen after setting up the trade. (Otherwise, individual owners in multiplayer leagues would be able to make trades without the commissioner's permission.)
