Custom Leagues in Historical Play?
Can I add Custon Leagues in Historical Save?
Like,Adding Soviet Leagues during The 70s...
Looking forward for Release!!

Are there playable minor leagues with real schedules from those leagues?

No, not yet. We're moving closer to that being possible, but a ton more research needs to be done. That's thousands of more players and finding schedules will also be a... challenge for some of them.
