Scouting questions re: development

So OOTP manual is very sketchy on scouting.
I was messing around with my custom settings when searching for a scout and found a hidden category Dev Influence. Most have no influence listedl but some scouts have poor, fair, average good, and excellent. Why is there no discussion of this? Please explain how this effects player development.

Which leads to my next question, how much influence do scouts really have. Can they ruin a player's development? Can they make a mediocre one great? Also, does your major league scouting budget have a true effect on how the AI performs? Can someone in the know answer these questions?

The dev influence column represents the influence that coach would have on your players if hired as bench coach or a manager. Scouts can be hired as managers and bench coaches. It has no bearing on player development if the coach is hired as a scout.
