Contracts in International Leagues

I'm new to both OOTP and baseball (I'm English so more of a cricket fan) so I started my first game in the Dutch league because it's much smaller and far less overwhelming. I noticed that nearly all the players in the league are on minor league contracts, so it seems that everyone's permanently signed for nothing because there seems to be no Rule 5 draft for the league. If anyone's ever played in one of these international leagues can they fill me on if there's a good reason to sign my players up to proper major league contracts? Seems like the best choice would be to keep them on minor league contracts and just supplement them with free agents year-by-year.

Also, is there any way to quickly check how many foreign players you have signed?

I don't think international leagues (except maybe Japan and Korea) are set 100% and most players end up signing minor league deals. Unless you want to mess with financials then what you described is the way to go, I think.
