Junior Leagues didn't sign players

The teams from my custom junior leagues wouldn't sign free players,they only get them by Draft.
How to make them sign players??

They should be able to sign players who've been passed over in their draft. Check one of the player you think they should be signing - are his rights (visible on his Contract or Edit screens) the for the junior league set to "Free" or "None"? If it's None, he's still draft-eligible in their league and can't be signed yet.
