Setting up stronger teams reputation

Hey everyone. Just downloaded OOTP 21 a few weeks back and I've been having a blast playing as the Mexican League commissioner (I'm from Mexico).

Now I'm thinking of setting up a fictional league based on college baseball teams from Mexico. So far I've pretty much figured out how to set up important stuff (such as an age limit or forbid transfers between teams), but I'd like to know if there's a way to set up teams strength.

Teams have rosters made up of fictional players and I've been manually editing them so that teams with stronger programs have the best players and so on, but I was wondering if there's an easier way so that, for example, teams with better reputation will get better players automatically.

Buenas paisa, as far as I know it is not possible to set up different programs with different strengths, market size, budget, etc. don't affect feeder leagues because they don't have financials.
