What is a "Topper"?

Seen this term used to describe certain high-end cards, but not sure what the criteria is. Is it just another term for a meta card, or is it a little more specific than that?

It is the reward card you get if you complete multiple related collections. For example, if you complete all the live card collections you get Yogi Berra 100 as a topper reward card.
